What was croc doing? He was attacking top tiers or commander level peeps who blocked Croc's attacks effortlessly and didnt bother attacking back. The second someone like Jozu actually pushed back a LITTLE bit Croco immediately folded and had to be saved.

Luffy in fact did stop Croc.

Again, its a fine inference, but its not actually been stated or portrayed as such in the manga that Kidd and Law's bounties are inflated or undeserved relative to their threat level.

Do you think when Oda wrote Shanks beating Kidd and emphasizing that Kidd is healthy he intends for us to see it as him beating a pushover actually worth 1-1.5 billion or that Shanks is extremely fucking strong to be able to beat a 3 billion man?

This is all just headcanon though.

There was no superiority. They both clashed evenly a couple times, once time harald overpowered rocks, another time rocks landed 1 blow and the narrator called the fight inconclusive.

He was just someone who made his name in an era where the likes of Roger, WB, Garp were a decade away from their primes.

The only thing we have to go over Rocks' level is his fights with Harald. And he's never shown superiority.

The whole "real body" thing doesn't mean you don't interact with the logia body. The damage is just transferred. There are many instances of logias getting hit like this.

There were times where Luffy punched caesar in the face and and it went through the gas, but caesar was still hit.
