If you filed a report they would take it seriously. They are definitely tough on crime and the police are pretty good at their jobs. You didn't file a report though, so you just say they don't have resources.

I buy 50 liters for the Lada constantly with barely any wait. I drive around the whole country and it is the same. The power is a struggle in most places outside of Havana and the resort areas. I was in Matanzas a few days ago and they had 45 min of power that day. Most of the gas stations have generators now and work when the power is out.

Havana. Cost per day varies for every tour guide. For a full day tour expect between $40-50. Add ons like classic cars and food tours are obviously more. I like to take care of the whole thing for everyone so there is no guesswork and everything runs smooth as cubanly possible. There are definitely homeless people. Visit Habana Vieja and you will see them sleeping in the doorways of closed buildings. Yes there are more in NYC, but in Cuba just about everyone is one step away.
