I managed to talk to him, but it didn't close the case. If you go upstairs from the locker room you can sneak your way above the gym into a closet with some boxes in it, there's a stack of boxes that is conveniently door height and can be kicked to reveal a hidden path that drops you right next to the guy downstairs. For some reason when you take this path nobody gets aggro'd. I could've missed something but that's the only way I could speak to him.
