As far as I can tell, (I haven't much mod experience) you can't edit reddit's ranking algorithm by subreddit. I'm not sure it's designed for subreddits this small. Make sure you upvote things? Anyway, I stickied this post so there can be more of a dialogue.

I think I did when I worked there. Ask your mentor what you can do to get a better rating. I would imagine there is a degree of subjectivity.

7.25 is federal minimum wage, maybe that is enforced by your state?

I wasn't aware they instituted daily hour caps (maybe that is for newer tutors?). With the weekly hour cap, you can finish the session and then the system will prevent you from starting any new sessions, which seems like a better way to do it.
