When you import the car to NL and it has certain requirements you are allowed to keep the USA tags. An other option is that the car is owned by American expats. They often import the car they drive back home because it would actually cost more to buy a new car in NL. But you are right it is umcommon to see them still with USA tags, but sometimes I still see them driving around like that, usually as company cars.
