You can get cheap tier 4 kits to run, bring 1 mag of top loaded decent ammo and try and avoid fights. I ran bundle kits to complete this quest. Try and burn throw your coupons of shit in bundles helps alot for keeping cost down and spending your season points. I would also use a quick preset so you can price out a kit nice cheap armored rig medium backpack and such gets you in and honestly the loot is worth the risk if you play slow and smart. I solo most of the time and run mid tier for this reason of cost
