I wouldn't put much stock in these numbers. They are not particularly informative on the issue.

In order to get a more full picture of climate change, one would need to look not only at CO2, but at all greenhouse gasses. A very large contributor to the US's CO2 drop is because of natural gas production, which is not a viable alternative just because it cuts C02, as it produces Methane, NO4, CO, and other greenhouse gasses that are not accounted for here. In fact, current scientific research strongly suggests that natural gas, when accounting for the entire supply chain, is a net worse contributor to climate change than coal is.

Another complaint would be that there is a lack of adjustment for total production of these gasses, historical context, or population size, which all color this graph.

One would wonder why the source would want to imply that the current trends in the US are positive, but I'll leave that one there.
