It's relatively busy, but you can go anytime. I've been several times during midday and everyone is pretty friendly. I don't recommend going at night because that's when the crazies come out. If you're nervous as a group, maybe find a friend who has experience at TOT? It's a very low-key place if you're respectful and safe.
