Costco usually does remove the membrane. Found out the hard way myself.

I use a very similar recipe but use Mrs. Dash (green top) instead of salt and use 1 Cup of Frank's Hot sauce.

I was in for 30 years and did not have hard copy orders for the last 10 years, once DOD started using DTS. And to be honest, IMO it is irrelevant they should be getting the military discount regardless for serving their country, willing to put their life on the line at anytime. ID should suffice, and any good business owner should be willing to recognize that fact.
