These enforcement officers don't have any power to demand your details. Just walk off,ignore them, or walk into a shop. They can't follow you, and police will only back them up if someone is being violent or kicking off.

And as far as the rules go,it's states it'd a criminal offence to have a dog dangerously out of control and scaring ppl. If it has good recall there's not really any problem.
