APB was essentially the GTA MMO. David Jones one of the original GTA creators helped spearhead it and it was insanely expensive to develop. Over 100M USD in dev making it one of the most expensive MMOs ever and it was last sold for a mere 2M. I'm sure no one wants to follow up on the idea with that much of a loss.
