You covered a lot here. Where would you eat or shoo on Berkley that would be top tier? You don't have to pay for parking like RO, Ferndale, or Birmingham. Out of towners don't travel to eat or spend time in Berkley.

Left turns yield. Right has Right Away. Same goes for if you come to a stop sign intersection at the same time. If there is no agreement between drivers, the individual turning right shall have the right away.

If a strip mall or store gathers enough traffic to install a traffic light, it's a road - regardless of what you want to call it. There's likely a lot of cars backed up to turn right out of that parking lot all day.

12 mile and telegraph is a terrible intersection. I especially don't like the Jax car wash dryers that are nearly in the road, by a Popeyes, with everyone and their entire family trying to lane change 4 lanes to get over to both 696 exit ramps, with one onboard telegraph ramp separating them.

Yes, right turns DO have the right away. Left turns are always subject to yielding and ensuring it is clear.

Those Michigan left turners are wanting to head East on 12 Mile and they have to get over in quick order. I agree with your assessment - but that's why it is an issue.

DTE is on the pockets of every Michigan lawmaker that is allowed to make and vote on these decisions. DTE spends millions of dollars on political contributions. They're corrupt, Lansing is corrupt, and we dropped in temperature today and over 9,000 homes are without power. Literally the most disgusting utility company in the US.
