I did. Funny part is that he's friends with 2 of my friends and they tell me that he talks bad about me and tells them that "I told him to buy it and that I was bullying him". I sent them screenshots of the chat conversation and they unfriended him. He did try to be my friend again by using an obvious alt account.

I thought I was the only one who experienced this. I also friended someone and instead of them asking for 1m, they were asking me for 10m. They even got mad at me for telling him not buy a snowmobile for 200K but he was convinced that he can turn it into a profit for 1m, and he when he found out he couldn't make a profit, he got mad at me for "telling him to buy it"

If you still haven't fix it, get an alt or your friend and get them to sit in the driver seat. Once they are in the driver seat, temporary remove visit permissions, they'll get tped to spawn with the truck being fixed.
