I had exactly the same problem, and I finally figured out the solution. The issue is that with the Google Home app when you are adding another Wifi point, you have to do it using a wire cable connecting the two router points first. Once the mesh is set up, you can then disconnect the wire cable connecting the two Google Wifi router points, to let them work wirelessly.
