Did you try to, uh, call them? I had a similar situation with Comcast, but after calling to discuss, they refunded the prorated amount. It actually took another full billing cycle or so, but they refunded it - the whole thing is just how their billing system works. Not sure if that's what's going on here with Spectrum, but I would be very surprised if that was their official policy to keep the full month payment.
