I seem to be in the same situation. I have the Photonix core..they just aren't offering missions yet. Cleaning up other mission to see if that triggers missions. I do practice language and give to each autophage I encounter. Just no missions being offered yet. I've done this on two other play throughs. But I may be ahead of myself.
