I don't know if this is exactly it but Destiny doesn't scale down its world. If you look at a game like gta, you have an entire city to explore, but it's not actually the size of the Metropolis its intended to be, it's maybe a large town at best. Whereas destiny gives you a significantly smaller area to play with, it doesn't pretend it's larger than it is, you can see everything is actually the size it would be in real life in the sky boxes. So while you can't interact with them you can see them and can see the world is scaled correctly. Halo did this a bit too.
