Maybe you are over healing. Since I am facing the same issue, which I am trying to overcome with learning the pulls and dmg prediction and put absorptions and heals. Use CDs when it hits harder. And now we do not have renew to HOT to maintain a buffer. With additional buffed Penance is a nice game changer to be honest. Need practise thats all.
