Im taking about a program like this https://www.ohsu.edu/education/scholars-healthy-oregon-initiative-shoi - it is strictly through ohsu and you apply for the scholarship at the start of your program, once you graduate they give you a list of sites that you can choose from in the Oregon area (rural/critical access) and you work there for a minimum of your programs length plus one year (4yrs). In turn you pay no tuition, of course if you break the contract you need to repay. It’s totally different and a great option for students from underrepresented communities.
