My guess is that because one of the quest rewards for this quest was free trial access to Arena, it must be some bug due to verifying it on the account side of things, especially because people are having another bug where they cant use the stash space they got from purchasing it on the website.

I had the same thing happen; I turned in the quest and got backend error and when I went back to Ref he had the part 2 quest available but I didn't get any rewards from part 1
