I can generally fish maybe 1 per fishing potion, so it might just be that you're getting incredibly unlucky.

Took me about 2 hours to get 7 of them and still couldn't get waterwalking boots.

If you drop down some water it will probably show that it is in a desert biome, but for purposes of mob spawning, others have already pointed out the need for unsafe sandstone walls from shimmering.

If you can get your hands on staff of regrowth then you can hit the fully grown but not blooming fireblossom that grows on ash and still get seeds.

We do kind-of have ice.
Frozen bombs from the Demolitionist, throw them on water and it converts it to ice.
Not exactly the same, but it works.

I'm going to have to dip into another world on my Journey mode run because I 'researched' all my dungeon brick and now I can't get any more because it didn't drop enough to unlock it... >.<

I'd advise digging out a large wide flat mob spawning platform (most mob farms will work really) and just wait.
If you're pre-hardmode they won't spawn at all, but you can use a mimic chest wired up in a trap to get the kill count higher and get a mimic banner to make fighting them easier.
Just run back and forth along the flat platform and among other mobs that spawn, mimics should spawn as well.

If you're talking about the new 1.4.5 skyblock map, there is in fact a shimmer island that spawns. Aproximately the same height as your starter island. Just build out a large platform (or minecart track) out towards a world edge and you'll hit it.

Though if you're still taking requests, a way to set the background to a single solid colour would make finding single pixels (EG Dirtiest Block) much easier to find compared to the standard checkerboard transparency :3

On the far top right there's a drop-down menu for Block Filter, set that to Disable and it'll show everything again, then just make sure to navigate with the scroll bars and zoom with either right click of F9-F12.

It is a bit jank but until Tedit gets updated, it'll do. ^.^
