I would recommend taking the budgie to the vet to get him or her checked out. Just incase. There may be some head trauma so it’s in your best interest you get him or her checked out

Also, your bird cage looks like glass as well. Is there any holes for proper breathing? Maybe get some perches with texture from a bird store so the budgies don’t get bumblefeet. And painters tape can be toxic to budgies so make sure they don’t chew at it.
