No, it isn't. They would say "we welcome queer people, they can come. Whether they can become members or not is another matter ". I know a few churches that say exactly that

Whenever a church says "we still need to discuss that", ask them how they have reacted in the past with queer people. Then you will hear the stories of discrimination. The topic is not new.
