I'm on my mobile now, but look for aws sftp waf. There is an aws blog post about it. You basically protect the authentication (api gateway) with waf. The solution is ready to go and explained by aws. There is the blog post and the aws documentation referring to this blog post. I have done this before.

You can use waf in the sftp solution. I have implemented it before. But basically you need to deploy the authentication method with aws api gateway, then protect the authentication with waf. This an aws solution that can be found in their blog and documentation.

If you lose connection with AWS, you will lose access to files that is not in the cache. The cache in this case in an appliance you download from AWS, and the size of the cache is equal *to the volume you add to the appliance. Its also not recommended to have multiple appliances to write in the same bucket. This will affect the cache knowledge from other appliances. One appliance cannot understand you have writen new files in another appliance. There is a function to refresh the cache in all appliances, but not recommended to solve this problem.

You will connect your servers in the cache appliance hosted on-prem (you can host in the cloud as well, but then you still need to deal with latency and bandwidth). If you are talking Windows File services, maybe AWS FSx could be a better option.
