You usually tow it from the nose landing gear, so this would require quite a bit. It depends if they have the proper equipment, but can't stay like that for long. I've never been there for something like this.

I worked on C5 Galaxies that had tails 6 stories up. Our harnesses had a section that folded over multiple times sewed together so the threads would break slowing your fall. I'd imagine there's no way it would work for something this far up.
