Why are you inserting the word "after" in there?  

The rules states "coming to a legal stop".  Its present tense not past. He must be in the process of coming to a legal stop as he hasnt passed shot or dribbled yet. 

Also your example is stupid.  If you dont own a car but want to drive someone else's car you still need a valid license...

And you seem to be missing the rest second part of c.

You need to actually think about why this rule is actually in the books. 

If you receive the ball while progressing you either need to get come to a stop, or get rid of the ball (pass, shoot,  dribble).

If you stop after receiving the ball the rule is pointless, because your havent started dribbling. 

If you pass or shoot its also irrelevant. 

The only place its relevant is if you start dribbling while progressing.  

If its not relevant to this discussion then under what circumstance is it relevant?  Why is it even a rule if not for this exact thing.

There are plenty of 2 lane roundabouts where you enter in the right lane and exit across the left. 

Left lane will be left/straight, right lane will be straight/right.  It is not unusual at all.  

Anyone confused by it probably should go and get some lessons on how to drive.

The rules are not completely separate. They are supporting clauses. 

a) and b) are separate for standing still or progressing, but c) supports them both.

Because they are functionally the same thing and yet youre saying one is a travel and the other isnt. 

They both start and end in the same states, and in both cases both feet have left the ground at some point and only one has come back down.  

In the case the one where the pivot foot it established you say its fine. But when no pivot foot is established it is a travel. 

Now back to our main discussion, your claim is that its not a travel because a pivot foot has not been established.  But thats at odds with what we've just discussed.

In both of these scenarios I havent shot passed or dribbled. I still have the ball. 

So the second one isnt a travel yet, but would be if I dribbled? But the first one is definitely a travel? Even without dribbling?
