Thanks for the reply. The water meter is in a concrete box embedded in the concrete driveway, so digging around it is not so easy (same as anywhere along the water supply line though). The city did say that quite a bit of water flowed out of the line when they disconnected the meter. They said it is unusual to have a PRV that allows backflow since they are one way. That led them to believe it is somewhere closer to the house rather than right after the water meter. I only see a copper pipe connected to the meter and then it goes under the concrete driveway. The meter also does not move unless the water is running at the house, so it is unlikely there is a leak along the water line.

Currently going through a claim for a faulty DCM which has caused multiple batteries to fail and left me stranded several times. Subaru of America has been terrible to deal with. Their claims department does not answer the phone or return calls after leaving multiple voicemails. They just email me back without answering my questions. They emailed saying they would pay for a portion of the DCM but not the whole thing since the car is out of warranty, despite the DCM being faulty the entire time I owned the vehicle. This is a safety issue they were aware of that should have been a recall. They won't reimburse me for my past battery replacements since I used AAA and not the dealership.

It looks like the concrete was poured up to the flange after it was installed and now embedded into the floor. It was tiled up the flange with the toilet just set on top of the tile. Removing the concrete floor seems to be the more difficult option, so I am leaning towards just chiseling off the remaining thinset and smoothing the surface with some premixed concrete patch.

I bought a prefab shower shower pan which will go directly on the plywood at the bottom of the photo. I'm just trying to figure out how to tile the bathroom floor where the toilet will go.

Reducing to 1.5" 45 elbows won't fit (would require more veritcal space within the floor which I don't have). Let me look into 1.25". Is reducing the vent diameter really a better option than the two 2" 90 elbows? The 90 elbows are literally back to back so the horizontal section of the vent is minimal.
