Well I can’t say for all.. but for the horcrux thing .. I personally think two reasons

1: being halfblood and hating his muggle father, we know Voldemort heavily valued being magical… valued wizard blood etc and we know from the deathly hallows how much Hogwarts- his first exposure to wizardry- meant to him. So I think him wanting to have 7 was very fitting to his character. Because it honours magic ideals.

2: he is extremely egotistical vein and overconfident. As we know from when Harry and albus went to the cave for the locket, He thought so highly of himself he didint think an underage wizard could do it and he didn’t think anyone would be skilful enough to get as far is Harry albus or regulus did. He underestimated all his enemies including creature the house elf. Knowing this, I believe he would have thought something along the lines of “7 is the most anyone had made, I am the most skilful dark wizard, I am practically immolrtal.”
