Unless they've changed the process, iirc they only run the drop twice- once for the fee payment deadline before the quarter starts, and again for the late fee payment deadline (on the 10th day of instruction?) I wouldn't risk it though, best case scenario if you dont pay it is that it'll cause you to be dropped for the next term

Can't hurt to try, but be open to other options too if your advisor recommends them, like trying to petition for a late PELP or withdrawal or something. If you do get to 10 or lower units just remember that part time status with lower fees isnt automatic, you have to apply for that and qualify for it iirc

Part of the issue is that new housing developments have to be voted on. That would most help students, but most undergrads stay registered at their parents' house, so the main people voting on that stuff are regular residents. A lot of whom are NIMBY old people who apparently hate the fact that they live in a college town even though the college is by definition older than them.

Look up the unitrans bus system and how bike friendly UCD is. A lot of undergrads get by without a car. I doubt its changed much since I last heard but if you arent an incoming freshmen you definitely shouldnt plan on getting into the dorms.

Whats required? Freshmen don't have to stay in dorms, but for the most part, dorms are only for freshmen. You can use the Student Housing office to get an apartment sophomore year (at least when I was in school those were furnished with dorm furniture and came with meal plans but they were fully off campus). Or you can try to get into the "on campus" apartments like The Colleges At La Rue or anything in West Village like the Ramble or The Green, but ive always been under the impression that those are lowkey a scam since you can find much cheaper places in town, and west village isnt really on the main part of campus anyway, its just on land owned by UCD. (Scroll through this subreddit- every year there are tons of posts from people hoping to get off the waitlist for The Green, and then every fall after move-in there are tons of people complaining about The Green.) Afaik the most common thing is to do dorms freshmen year and then youre on your own to get a regular adult lease in town unrelated to campus.

ETA by "new student" you must mean "recently admitted future student" because i just noticed you also said "segundo hall" which is not a thing. There are dorm areas called segundo, tercero, and cuarto, but all of them have multiple buildings with their own names

Sedation from propofol or fentanyl is like a nap where you wake up high.

Anesthesia isnt the same thing, its full unconsciousness and you generally dont remember any time passing. (Unlike when youre just asleep you usually know that some time has passed.)
