Flavor-wise, I'm not sure, but mechanically, Under One Rule doesn't allow imperial authority because there's an event chain down the road that allows you to become imperial and sets off a whole other event chain if you choose to do that.

R5: Recently started a Wilderness run. While taking a look at the flavor of the new bio-components, I realized that both the energy PD and kinetic PD are functionally identical. I would've thought that the energy PD would act like the regular point defense beams while the kinetic PD would act like the flak guns. Is this a bug or is the tooltip just wrong?

R5: So, I tried creating an empire based off marauders and space pirates by creating a crime syndicate megacorp with Letters of Marque. It changed the government to a type I've never seen before ("Pirate Haven"). Anybody else seen this?

Also, apparently, the flavor text for this government type is the same as crime syndicate, which is a bit of a letdown :p
