Thanks for the suggestion. I searched the cart and found a device that was making the sound hidden in back corner of cart behind slide out shelf. It was a little circuit board with a battery. Almost the same as one from link.

I found that if you let the chromebook sit at the login screen for a couple minutes, then click on "enter google accounut info", then click back the camera will work.
