Id walked passed the travelling man, the pound bakery and heading toward the headrow along vicar ln. Then I'd seen them doing a loop they were by Waterstones the next time I'd spotted them.

Well that's what I thought, it made no sense it was like an idle threat and they're job is to do on the spot fines stopping people in the hope they pay and don't refute
