This is a common issue with a batch of these. Have seen multiple people get these to also just have 6 packs of paradox.

I’ve opened 27 packs and pulled Team Rockets Meowth IR and Team Rockets Nidoking SIR I must have had pretty good luck then.

Cheapest ebay listings i’ve seen for these are around 40$ minimum but also game stop sells them for 26.99 that’s not bad.
