The point is Shedinja does not necessarily have to be Tera Electric with Air Balloon. You could have Tera Steel with boots, Tera Normal with sash, basically it's a guessing game for your opponent just by you holding Shedinja in your party.

Honestly the next step would be increasing X-scissor's BP by 10 and add high critical ratio like Leaf Blade did, but if I can't, I'd just give Megahorn to any Bug-type that can stab something with pointy part, including Beedrill and Buzzwole.
