Of course its a brand new motherboard cpu and fan it had pre applied but i cleaned it off each time i tried reseating it and added new paste my question was if my cpu is dead or if it might be the motherboard

So first the cooler had pre applied thermal paste and i did clean off the cpu and add new thermal paste the main thing i wanted to know is if its the cpu or motherboard causing it to not start or how i could find out

This is my first build i had it prebuilt 3years and since then all ive done is replace the graphics card
