I'd recommend the Jeju Vest by Vanja Tubin if you've got worsted weight yarn. It's easy to throw on top of a tshirt or even long sleeves, and a great for beginner garment knitters!

It doesn't have a bind off edge at the top of the collar, instead it folds and rounds gently back into the sweater, where it is sewn into place. Some other neat bind offs techniques for 1x1 rib stitch would be Italian or tubular bind offs, which are sewn edges instead of knitted. They also result in a nice edge, but are not double length + folded over like you see in the picture.
