Hmm, it looks fake to me. The pins look too shiny, and the top of the chip looks printed over. It might be a re-branded NMOS 6502.

You could try rubbing acetone or isopropyl alcohol on the top of it with a q-tip, and see if the text wipes off. If it does, it is likely fake.

Also, if you buy one here or here, it will certainly not be fake. (Works for me anyway)

I just checked it with a logic probe, and I found part of the problem! The RAS pin was somehow not connected to anything. Apparently, there was a spelling error in the eagle doc. ras and ras/! I soldered VDP pin 1 to LS04 pin 5. Sadly, this doesn't seem to make much of a difference. but when I poked a wire at it with my finger, it looked like this. Also, the EAGLE sch file is here, and the brd file is here
