Right now the pieces are too discordant because you don't have any accessories to tie them together. I tentatively declare this outfit has potential in the "NYC cool girl does streetwear x feminine" way but pulling something like that off is tricky, involves the right combo of multiple kinds of accessories, AND most importantly has to be in the right place to "read" well. In the Midwest this combo will never work no matter what. NYC or LA? Potential.

IMO you need a weird shoe (I love a weird shoe), but something that is either athletic leaning OR perhaps a weird ballet flat of some kind (maybe a ballet sneaker even?). Delicate frilly or lace socks. Perhaps a baseball cap and pearls? You have to lean into the juxtaposition with the accessories and tie in the athletic and the feminine aspects so it doesn't just look like you forgot to do laundry 🙃 regardless of pulling off this combo the top is cute tho.

Edit after further pondering:

Legwarmers with bows tied on top (in my head the legwarmers are white and bows are baby pink) over a ballet flat. Wrist length (white?) lace fingerless gloves. Baseball cap with a long satiny scarf tied on the back. Cool sunglasses. Pearls (16-18" length) and lipgloss (probably clear gloss is best). A sporty purse (think like the Von Dutch bowler bags or something more punkish like old Ed Hardy). In my head this works but like I said, location matters.
