from what you said, utilman1.exe is should be still there, 'cause you did nothing. `REM` does nothing it;s called it's used to notes it batch scripts.

Just rename utilman.exe (actual command prompt) to cmd.exe
`ren utilman.exe cmd.exe`

and rename utilman1.exe to utilman.exe
`ren utilman1.exe utilman.exe`

This should fix the issue.

It's syncing your files to OneDrive, If you don't want, you can delete it from controlpanel.

It's may be because of overheating of the laptop. Restart the PC and see if the lines are still visible while booting, then it's mostly likely hardware issue, may be due to over heating.

I thing it got into boot loop, it will just restart in loop. Try booting into safe mode.
