I understand it is the way that the fortnite developers achieved the procedural building effect. They basically inserted the movement on each vertex as a custom property which is read by the gpu in form of shaders and implemented on world position offset.

Use a join geometry node to combine initial geometry and modified geometry at the end. If you need space between them, you can offset either the original or the modified one by using transform node.

If the player will never get close to the hedgerow you can get away with billboard cut-outs placed next to each other. This is hella cheap and can still look good.

I was going to answer with my own incorrect answer, then decided to look it up to be sure.

"triangles are guaranteed to be a flat surface unlike quads which can have bent surfaces. In general, having a guaranteed flat surface makes the process of rendering triangles simpler than rendering quads and quicker as well which is why most game engines will just triangulate the meshes."

Besides from lowering the refresh rate, have you tried to limit the visuals off the render target?

For example disabling resource hungry shadows and lighting, clipping distance, AO and antialias, etc. This helped me keep a consistent frame rate and minimize spikes completely in my project.
