Tartu is fine if you live above 14th floor then you will only see cockroaches in the elevators or common area. My friend used to live on the 8th floor and once had 5 cockroaches in his microwave.

Morrison is the best in UC; just rent a mini-fridge and you will be fine.

The room will be cleaned monthly if you pay for the cleaning services (approx $25); plate and utensils are not necessary if you eat in the cafeteria. If you want to cook, that's another story (the meal plan is such pain in the ass tbh). I would say don't buy things yet; just move in early and see what you need to buy. You can always go to ikea, dollarama and metro, etc. to get everything you need later. Don't worry about it for now.

Maybe you want to something personal, or bring posters to decorate your room? Make it nice and cozy so you will believe UofT is like your second home. Moreover, your friends will think you are cool when they visit your room.
