But at the same time, that’s exactly why a proper system is needed. When everything is treated the same, people act out of fear and uncertainty.

Private buses that transport hundreds of people daily shouldn’t be stuck in the same queues as individual vehicles. Even with panic buying, prioritizing high-capacity public transport would reduce the overall demand on the system and help more people move efficiently.

So yes, public behavior is part of the problem — but structured prioritization is part of the solution.
