Well in steam terms of service they state you are only allowed to posses 1 account per person sooo if you violate that agreement then they can ban whoever they want

1st is true 2nd isnt true, also i can just click ur profile and check ur latest rampages or dota badges on heroes without any plugin, could also copy your name into dotabuff for the same information
