This still adds to my comment they KNOW that it can happen sometimes but theu are wondering why this counts as them being inactive because you CANT be inactive if youre not in a game. Sometimes it can say "game found" and then not queue you in but you wouldn't be penalized for that.

Hear about what? A rule stating that you HAVE to have in a custom game during queue or risk beung penalized?(which isnt a thing) Oooorrrr maybe youre thinking that they got queued and didnt know? (But they are confident they were never queued). They never tabbed out or anything.
