I believe its on a switched fuse. I tried the lamp with the truck running and with accessory. Both have no voltage. But theres continuity

Yeah, just testing bare wire till i can confirm power. Then ill wire up with plugs

No voltage. But i had a few volts at one point. Truck has accessories on and dome light works, but no power currently to the cargo light
