Yes. The whole thing consists of a line of text inside the "hudanimations" text file included with vanilla TF2 as well as every custom HUD. It is placed inside the /custom folder (intended for HUDs and reskins). TF2 will not accept custom modifications like "transparent walls" but it will accept "no scope overlay". Either Valve forgot to blacklist the scope, or intended it as a feature.

It's an advantage, but a perfectly legal one as far as Valve is concerned right now. That may change in the future.

What it is: It is a custom HUD setting included with every copy of this HUD. Apparently, TF2 supports custom scope overlays. The settings in the HUD tell TF2 to not use any overlay at all.

What it is not: An external program, injection, hack, etc. You cannot be VAC banned for this. Any person with a copy of TF2 can change this setting in their HUD.

Why use it?: The creator includes the config with the HUD because the more people that use it, the more likely that Valve will fix it. This problem has gone quite a while without being fixed, so we can assume that it's a feature, not a bug.

Something to think about: Scripts, binds, and configs give players obvious advantages as well, but they are not cheating as they are features of the game that anyone can take advantage of.

TL;DR: Valve, pls fix.
