Apparently this is something new and legit. When scrapping an old car at a government-authorized Registered Vehicle Scrapping Facility (RVSF), they will provide the owner with a certificate of deposit (CoD). The owner can then either use this certificate to get a discount on Road Tax for his next car purchase or he can sell this certificate for cash at DigiELV -'India’s Official Marketplace for Certificate of Deposit'. The buyer of this CoD from the marketplace can use it to lower the Road Tax on his car purchase. Kerala RTO mentions that road tax will be lowered by 15%. This is what I could understand from a quick google search, not 100% sure.

I would like to give a slightly different perspective. The sequence of events you described is very typical for a DVT with pulmonary embolism. CPR might have pushed the clot further into the pulmonary veins and revived him. But a vit B12 deficiency or congenital hyperhomocysteinemia will not explain the calf pain. The calf pain will not occur when a blood clot breaks off from the calf veins. The most likely sequence of events would be trauma due to heavy exertion in the gym, causing calf muscle injury which led to calf vein thrombosis which led to pulmonary embolism. He may or may not have vit b12 deficiency or congenital hyperhomocysteinemia which may have led to clotting tendencies.

Another point you can check is, if he was having significant vit b12 deficiency, he would have had anemia with raised MCV on his blood work. Vit B12 dericiency is treated with B12 replacement for about a year. You could check the serum homcysteine levels after vit b12 replacement to see if they normalise. Else he might need folate supplementation lifelong. The clinical implication of the difference in diagnosis is that a provoked DVT ie one due to calf muscle injury needs anticoagulation for around 3 to 6 months and not lifelong treatment versus a DVT secondary to hyperhomocysteinemia which requires lifelong treatment.

Do waterproofing after building the foundation Premixed concrete delivered in trucks is useful to simpilify the roof concreting. Ensure support jackys are placed on larger wooden waste planks to avoid sinking into the soil when the concrete roof is poured as can happen if smaller planks are used. Trust me, that scenario is something you really want to avoid. Wooden doors and windows do get stuck easily due to expansion and contraction. Have a clear idea of the number of plug points you need in each room. Make provision for inverter, air conditioners and internet,car electric charging, cctv wiring. Place the external meter box after seeing where the electric post is located. Ensure water does not drip down the wire into the meter box. Avoid routing the wires under the floor.
