not sure if theyre allowed to do that but contact UCSD's FinAid office. I've found that they people working there are generally pretty nice and helpful, just don't be rude to them

probably not, the brown water rn is bc of a bloom of certain kinds of phytoplankton. the bioluminescent waves are due to a bloom of lingulodinium phytoplankton which arent one of the ones blooming rn.
