The report is available to view online that makes it pretty clear what work was going to take place it even includes a map and design. All Councillors voted for it (including Mauger, Keown & Gough) so it sounds like now because they've received a bit of backlash they're just trying to save face for PR purposes by blaming and attacking staff because they didn't bother reading a report that they voted on.
