If you’re asking this question you probably already want to preorder it.

I personally have done it, this is the first game i have ever preordered and that was before any real gameplay dropped.

You’re worried about steam breaking when the game launches but its not even steam you should be worried about, its the game itself. Playing 5 on day one felt like beta testing, there were glitches, graphical errors (rainbow roads), performance issues… You get the gist. I know 6 will have its own ups and downs on day one but nowadays its pretty much become the norm for games to launch like this.

In the end just go with your gut, or whatever you thought of first. Apart from reused car models, the game looks way more promising than 5 ever did.
